About the event
AI agents no longer just answer questions. They approve claims, allocate work, screen candidates and route customer calls.
For leaders, the question has shifted from which tools to buy to how work, accountability and careers are redesigned around them. Few Australian organisations are there yet: only 7% have redesigned their workflows around AI (PwC, 2026), and AI now tops the list of concerns for Australian executives and boards (KPMG, 2026).
The second edition of the AI Workforce Redesign Hackathon once again brings HR, Transformation, and Technology leaders to one table for a day to work through a live agentic scenario under real constraints.

Challenge 1)The Value Realisation Trap & The Total Cost of Work Department heads claim their teams are "30% more productive," yet overall operational expenditure has increased due to runaway technology usage fees, while labour overtime remains flat. An internal review reveals that freed employee hours are disappearing into low-value work: employees spend newly gained time manually checking poor-quality AI output ("workslop"), generating low-value internal presentations, and attending duplicative alignment meetings. The CFO warns that unless HR and transformation leaders can establish a framework that reallocates freed human capacity into verified revenue or cost reductions while keeping technology costs within budget, the company will implement an across-the-board 10% headcount cut.

Executive leadership has mandated that enterprise AI agents deliver measurable productivity dividends this financial year. Autonomous workflows have been deployed across customer operations, shared services, and reporting lines to plan, query internal systems, and process transactions.
The Baked-In Technical & Commercial Boundary:
The CFO and CIO present the CHRO with an urgent financial constraint: the running costs of AI agents (usage, licence and compute fees) have exceeded budget, creating a substantial unbudgeted operating expense. Any human capacity freed up by automation must demonstrably offset these technology costs through verified operational savings.
The Hackathon Deliverables:
Part A (Strategy): The Total Cost of Work (TCOW) Capital Allocation Model. Formulate the board-level policy that balances AI running costs against labour capacity gains. Define what proportion of recovered time must be converted into operational cost reductions, customer-facing revenue generation, or strategic innovation.
Part B (Operations): The Redundant Approval Removal Protocol. Design an operational procedure that removes redundant human check-and-approval gates. Define specific financial and operational risk thresholds where autonomous agents execute tasks without human sign-off versus where human authorisation remains legally mandatory.
Part C (Communications): The Executive Alignment Compact & Leadership Mandate. Draft the joint briefing delivered by the CHRO, CFO, and Transformation leadership to business unit heads, outlining accountability metrics that tie executive performance bonuses to measurable capacity reallocation.
Challenge 2) Role Deconstruction, Internal Mobility & Talent Hoarding Strategic workforce modelling projects that autonomous multi-agent systems will automate 35% to 50% of routine analytical and administrative tasks across core divisions within 18 months. Simultaneously, emerging organisational roles—such as Agent Systems Supervisors, Algorithmic Quality Controllers, and High-Touch Exception Handlers—face a 40% talent shortage. Department managers are hoarding staff to defend departmental budgets, while externally hiring expensive contractors for emerging digital skills. Traditional, static job descriptions are obsolete, and relying on mass redundancies would severely damage employer brand, employee morale, and union relations.

An enterprise operating with functional business divisions (e.g., Finance, Customer Operations, Supply Chain, and Administration) with an annual baseline employee attrition rate of 8% to 10%.
The Hackathon Deliverables:
Part A (Strategy): The Skills-Based Role Deconstruction Blueprint. Taking one division as the focus, structure a framework that moves it away from rigid job titles toward modular capability pools. Group business workflows into machine-executed tasks, collaborative human-agent workflows, and pure human-judgment domains.
Part B (Operations): The Internal Talent Marketplace Service Level Agreement (SLA). Draft the operational rules for an internal mobility exchange. Establish inter-departmental budget transfer mechanisms, secondment agreements, and policies that prevent managers from blocking cross-functional talent redeployment.
Part C (Communications): The Horizontal Career Lattice Narrative. Write the workforce-wide communication campaign that reframes internal redeployment and task redesign as career-resilience opportunities rather than a prelude to structural downsizing.
Challenge 3) The 1:25 Span of Control & Managerial Burnout Executive leadership mandates flattening corporate management layers, directing frontline managers to expand their spans of control to 1:20 or 1:25 because autonomous agents now handle meeting transcriptions, workflow tracking, task allocation, and basic reporting. However, frontline managers are facing severe operational strain. Instead of serving as strategic people leaders, they have become operational bottlenecks: flooded with edge-case exceptions, reviewing automated outputs they do not fully trust, and managing dispersed staff without direct operational visibility. Frontline manager turnover increases by 35%, operational errors rise, and psychological safety scores drop sharply

The Hackathon Deliverables:
Part A (Strategy): The Managerial Capacity & Team Sizing Standard. Establish the organisational methodology that determines team size based on process ambiguity, emotional labour, and agent fleet density rather than arbitrary headcount ratios.
Part B (Operations): The Systems Orchestrator Operating Charter. Create a weekly time-allocation charter for people leaders. Mandate operational caps on administrative system auditing, reserving at least 40% of managerial time for employee development, coaching, and cultural alignment.
Part C (Communications): The Managerial Evolution Coaching Script. Author the executive leadership narrative delivered by department directors to guide managers in transitioning from administrative supervisors to systems orchestrators.
Challenge 4: The Apprenticeship Collapse & The Succession Void Autonomous agents now execute roughly 85% of the data collation, spreadsheet analysis, research drafting, and basic compliance verification historically performed by entry-level hires. Line managers increasingly refuse to take on early-career staff, arguing that training juniors is cost-inefficient when digital agents complete the work in seconds. Business unit heads propose cutting graduate recruitment by more than 50%, and current entry-level personnel already operate as disengaged data monitors. Five-year succession planning models project an acute shortage of qualified senior practitioners, as the organisation is no longer developing the operational context, risk instincts, and domain judgment historically built through entry-level work.

An enterprise maintaining an annual early-career intake (typically hiring 20 to 50 graduates, cadets, or trainees across commercial, operational, and technical functions).
The Hackathon Deliverables:
Part A (Strategy): The Accelerated Early-Career Capability Model. Redesign the entry-level operating model. Detail how early-career professionals develop contextual domain judgment and diagnostic skills in an operating environment where routine manual work is fully automated.
Part B (Operations): The Simulation-Based Diagnostic Curriculum. Design an operational learning framework that uses adversarial case challenges, failure simulations, and real-time stress testing of autonomous outputs to accelerate professional judgment faster than manual execution.
Part C (Communications): The Modern Talent Value Proposition. Draft the recruitment campaign and board justification outlining why early-career hiring remains a strategic enterprise priority in an automated operating landscape.
Challenge 5: Shadow Agents, Employee Data & Industrial Exposure A compliance audit reveals widespread "shadow agent" adoption: departmental supervisors and frontline employees have configured third-party low-code agents to optimise shift rosters, allocate customer accounts, and draft disciplinary notices. These unapproved tools process employee personal files and performance records through external public platforms. Concurrently, an unvetted scheduling agent reassigned frontline shifts without human oversight, underpaying ten employees their award penalty rates. Intentional underpayment has been a criminal offence since 1 January 2025. The union lodged an urgent dispute with the Fair Work Commission, citing violations of mandatory technological change consultation clauses, unfair workplace practices, and the exposure of employees' personal information

The Hackathon Deliverables:
Part A (Strategy): The Agent Governance & Automated Decision-Making (ADM) Standard. Establish the corporate governance policy defining where agents may be used in workforce decisions. Detail which workplace decisions require mandatory human sign-off, which allow supervised autonomous execution within approved, audited tools, which are strictly prohibited, and how each is tested for bias against particular groups of workers.
Part B (Operations): The Algorithmic Dispute & Review Protocol. Design a standard operating procedure enabling any employee or union representative to challenge an automated decision, ensuring a formal human review within 48 hours without administrative penalty.
Part C (Communications): The Fair Work Accord & Union Consultation Strategy. Draft the formal industrial relations briefing and workforce address that demonstrates compliance with statutory consultation requirements while establishing a secure, auditable framework for operational innovation.
Challenge 6: Exception Fatigue & the Primary Duty of Care Because autonomous agents handle 80% of routine workflows, human employees are left with the remaining 20%: complex customer disputes, contested claims, regulatory anomalies, and high-stakes operational errors. The natural administrative pauses and low-stress routine tasks that historically offered cognitive recovery throughout the day have been engineered out. Workers experience continuous high-intensity problem solving and cognitive strain. Psychological injury claims increase by 45%, unplanned absenteeism rises by 25%, and employee assistance program (EAP) utilisation reaches historic highs. Inspectors from SafeWork NSW and WorkSafe Victoria launch an inquiry into job design, questioning whether the enterprise is breaching its primary duty of care by failing to manage cognitive overload and technological work intensity.

The Hackathon Deliverables:
Part A (Strategy): The Sustainable Work Design Policy. Establish an enterprise WHS policy that incorporates cognitive pacing into job architecture. Define operational metrics that measure cognitive demand, continuous focus durations, and emotional labour alongside standard productivity targets.
Part B (Operations): The Cognitive Recovery & Pacing Standard. Design an operational workflow protocol that caps continuous exception handling, establishes protected recovery buffers, and structures task variety across operational schedules.
Part C (Communications): The Executive WHS Duty of Care Commitment. Draft the corporate leadership narrative delivered to business heads and frontline teams, reinforcing that operational safety and cognitive health take precedence over machine processing speed.
Challenge 7: The Efficiency Penalty & Value-Based Evaluation The top 10% of employees have mastered agentic workflows, completing five days of complex strategic or operational work in less than two days. However, because legacy evaluation systems measure time logged, utilisation rates, or document volumes, these high performers face an efficiency penalty: their recorded utilisation declines, or they are assigned the backlogs of colleagues who do not use the tools. Meanwhile, lower-performing employees use basic tools to generate unchecked automated drafts, artificially inflating their output metrics. High performers experience burnout and disengagement, resignations among top talent increase, and legacy appraisal metrics fail to reflect enterprise value.

Part B (Operations): The Hybrid Performance Appraisal Scorecard. Design a practical operational appraisal framework that evaluates analytical accuracy, system oversight, and contributions to operational capability.
Part C (Communications): The Shared-Dividend Gain-Sharing Policy. Draft the employee incentive policy outlining how commercial value generated through automated efficiencies is shared with high-performing staff via bonus pools and professional development allowances.
Challenge 8: The Workforce Trust Deficit & Covert Resistance Following an executive announcement detailing aggressive AI workforce transformation, organisational trust breaks down. Rumours of major headcount reductions circulate, employee engagement scores drop by 30 points, and voluntary turnover among critical technical talent doubles. Teams engage in covert resistance: employees conceal productive automated workflows they have developed, refuse to document process improvements, and bypass approved tools in favour of unapproved ones. Transformation milestones stall, and the organisational culture becomes fragmented

Part A (Strategy): The Workforce Transition Accord. Design an executive charter establishing clear organisational commitments regarding transformation timelines, transparent restructuring communication, and redeployment support.
Part B (Operations): The Open Innovation Recognition Program. Design an operational incentive program that rewards employees for identifying, documenting, and sharing autonomous workflows without putting their ongoing job security at risk.
Part C (Communications): The CEO & CHRO Town Hall Realignment Address. Script the opening address delivered jointly by the CEO and CHRO to reset company culture, address job security concerns, and re-engage workforce commitment around shared operational success.
